Steven A. Buffone is an environmental professional with over 20 years of experience helping organizations manage environmental risk, regulatory compliance, and complex site challenges across the energy and industrial sectors. As Principle Partner at OB1 Services, Steven is part of a multidisciplinary consulting practice focused on practical, defensible, and cost-effective environmental solutions.

Through OB1 Services, Steven combines technical expertise with a strong understanding of regulatory expectations, allowing clients to move projects forward with confidence. His experience includes direct interaction with local, state, and federal regulatory agencies and participation in renewable energy development initiatives.

Prior to founding OB1 Services, Steven spent more than a decade with CONSOL Mining Company LLC, now a subsidiary of CORE Natural Resources, where he served in environmental, regulatory, and safety leadership roles. He managed large-scale reclamation projects, water infrastructure projects, led agency engagement and permitting efforts, developed enterprise-wide waste tracking and auditing programs, and chaired cross-functional initiatives to improve environmental compliance and performance.

Earlier in his career, Steven worked in environmental consulting roles managing site investigations, remediation projects, and risk assessments. His technical background includes phased site investigations, groundwater and soil remediation design and oversight, vapor intrusion and air sampling, permitting, and environmental data management and reporting.

Steven holds a Master of Science in Environmental Science and a Bachelor of Science in Environmental Studies from Youngstown State University. He is a Pennsylvania Licensed Professional Geologist (PG), Qualified Environmental Professional (QEP), and Certified Hazardous Materials Manager (CHMM), with additional certifications including OSHA HAZWOPER, OSHA 30-Hour Industry, ODNR Surface Mining Foreman, and Radiation Testing and Mitigation Professional.

Lindsey A. Olmstead is a Senior Software Engineer with a unique blend of deep technical expertise and professional engineering experience. With a background spanning software development, cloud-based systems, and large-scale engineering projects, Lindsey brings a disciplined, systems-thinking approach to solving complex business and technical challenges.

Currently, Lindsey designs, builds, and maintains modern, cloud-based applications using C#, .NET, and Azure technologies. Her work emphasizes clean architecture, solid design principles, and maintainable, high-quality code. She is known for modernizing legacy systems, improving application performance, and reducing technical debt while ensuring reliability through robust testing and diagnostics. Lindsey works in Agile environments, collaborating closely with cross-functional teams to deliver production-ready solutions.

Lindsey previously worked four years at a software development company, supporting mission-critical engineering applications used nationwide by civil and structural engineers. There, she led feature delivery end-to-end—from requirements and estimation through implementation, testing, and release—while also developing internal tools, APIs, and automated testing frameworks. Her work strengthened deployment reliability, improved release quality, and supported complex database environments across SQL Server, Oracle, and Postgres platforms.

Before transitioning to software engineering, Lindsey spent nearly a decade as a Senior Project Engineer at CONSOL Energy, overseeing civil and environmental construction and reclamation projects. This experience shaped her practical understanding of regulatory requirements, risk management, and real-world operational constraints—insight she continues to apply when building software for regulated and engineering-driven industries.

Lindsey holds a Bachelor of Science in Computer Science from Oregon State University, and a Bachelor of Engineering in Civil Engineering from Youngstown State University. She is a licensed Professional Engineer (PE) in both Pennsylvania and Ohio.
